Utility to Purchase Electricity from Innovative DOE-Supported Clean Coal Project - An innovative clean coal technology project in Texas will supply electricity to the largest municipally owned utility in the United States under a recently signed Power Purchase Agreement, the U.S. Department of Energy (DOE) announced today.

At the listed overall cost, the article is talking about a plant that is $6,000 per KW net.  At least as mentioned, there are markets for the CO2 rather than just pumping it down the hole for nothing other than doing so.  Things not in the article are the overall thermal efficiency of the plant nor the KWh per ton of coal nor the cost and power consumption of the air separation facility needed to operate the gasifier.
