Plans put solar panels at Detrick - Fort Detrick is striving to cut its demand on the energy grid by as much as 30 percent using renewable solar power within the next 18 months.

Large solar arrays cost somewhere around $3,400 per KW peak output.  So, a 15MW system is going to cost roughly $51mn.  Assuming Ft. Detrick has a natural gas supply, it could install a 15MW CHP system that would supply power and waste heat for heating and cooling for about $20mn or slightly less.  The solar PV system will have a capacity factor of roughly 15% meaning is will supply the base with 19,710MWh per year of energy.  The 15MW CHP system would supply about 124,800MWh per year and 170,400MMBTU of waste heat for heating and cooling.

Dumb-de-dumb-dumb, dumb.
