First casualty of greenhouse gas rules may be Texas plant - Developers targeted 2013 to begin operating a new power plant fueled by the carbon-rich leftover from nearby oil refining in Corpus Christi.

I worked in a plant that burned pet coke.  It is rare for pet coke to have mercury in it.  Las Brisas is, I believe, supposed to be a circulating fluidized bed boiler which keeps the oxides of sulfur emissions primarily in the bed material.  The temperatures in CFB furnaces are typically low enough to minimize generation of oxides of nitrogen.  All solid fuel plants are required to have electrostatic precipitators to remove particulate matter (soot) from the flue gas.  I do not know for a fact but would strongly suspect that present emission rules require Las Brisas to have a selective catalytic reactor or direct inject of ammonia to reduce oxides of nitrogen further and a scrubber to reduce the oxides of sulfur still further.  As for CO2, what is the difference if it is made here in the USA or in China, India, Vietnam, Thailand, the Philippines etc?  Better to make it here where at least we control the other emissions and where we create American jobs and where we supply US business and industry with low cost power instead of supporting jobs that have been offshored.
