U.S. Army Corps of Engineers Announces New Action to Support Deployment of Renewable Energy on U.S. Military Installations - The U.S. Army Corps of Engineers, through its Engineering and Support Center, Huntsville, has issued a Multiple-Award Task Order Contract (MATOC) Request for Proposal (RFP) for $7 billion in total contract capacity to procure reliable, locally generated, renewable and alternative energy through power purchase agreements.

This has to be one of the dumbest actions ever.  The military is going to commit to PPAs with renewable energy generators whose facilities are likely to be located on federal land that could be used for other purposes and who will be drawing PTCs or federal cash-in-lieu grant money.  The power sources will be intermittent, variable, undispatchable, of limited predictability, low capacity factor, and very expensive on a per nameplate peak capacity basis.  The operating characteristics of the power sources will mean there must be 100% backup for the installation's power demand at all times.

Care to take odds that the owner/developers are donors to the President's election/reelection campaigns?

Smart move for the owners/developers.  Dumb move for the military.  But then it's the taxpayers' money they are spending so they do not really care.
