All future enegy systems can t be designed using principles of Cybernatics in which I believe we have lost interest long ago becuse this subject is no longer taughtin Universities or research conducted.
There are three basis points to cover- Goal/ Task / Event. As they say lot of information may not be any information worth considering.It is entrophy of information which is important. In a story from Mahabharata
theancient Indian Epic - The Pandavs are called and asked to decide what exactly they see in a pigeon - the task was to shoot at its eye.Every one replied in a hazy way till Arjun the legendry archer replied that he saw only the eyes,.So we are soon getting lost in the cloud of uncertainity when itcomes to energy.
What is the Goal - to provide cheap and abundunt power or Energy
What is the Task: to develop the infrastructure and resources for this goal
What is the Event:Any shortage or crisis in energy usage or any new development in this matter
The last one is what will determine the entrophy of information available to us.It is going to be different for every different part of the world.
To get to the cost this will be different for different locations as resources will differ.
I believe the crisis is resolved if we know the basis task to be attempted.Do we require computers to solve the algorithm. May be some times the problem is multidimensional but most of the time it is a simple case of Linear progression.
The point we should not identify problems that have always existed - but only those that are current and important.The goals are constant only the events and tasks will vary.
