I think that being offered a fixed rate and not wanting it seems irresponsible. If I controled the company I worked for and people didn't want a fixed rate and then the rates skyrocketed and they tried getting the fixed rate from us I'd tell them that they couldn't get it because they didn't want it when we offered it.
Holly-you're right. Rates are also climbing in the Northeast and will continue to climb.
