There is an interesting story in The Statesman about a planned project in the Texas panhandle to build a compressed air electricity storage facility.  Basically, the facility will make use of wind energy capacity that would otherwise go to waste overnight while demand for electricity is low but output from wind turbines is often its highest.

This type of innovation will ultimately lead to lower electricity prices for consumers.  Texas electric providers generally sell fixed rate plans to consumers.  This means they are taking on the risk of a spike in wholesale rates at any time during that contract.  This risk is ultimately factored in to the fixed rates they charge consumers.  Anything that will reduce the risk of wholesale price spikes will benefit electricity rates in Texas for everyone.
